Contract No. 167-0062-P (JJ) in the not-to-exceed amount of $1,901,650.00; for 720 calendar days. Chairman to sign and Clerk to attest.

Summary:

The purpose of this agreement is to provide for a comprehensive Airport Master Plan document that will guide the future development of St Pete-Clearwater International Airport (PIE) to meet the future demands that may be required of this facility over the next 20 years. The Master Plan will provide the guidance to satisfy the aviation demand in a financially feasible and responsible manner, while at the same time addressing the aviation, environmental, and socioeconomic issues of the surrounding community.

The recommended action is in association with the Airport Departments Grant Application for Federal Assistance submission to the Federal Aviation Administration (FAA) for a new Master Plan for PIE; Agenda Item #17-1259A.

Also associated is the Florida Department of Transportation (FDOT) Joint Participation Agreement to perform the Airport Master Plan Study for PIE; previously awarded May 23, 2017.

The contract period is for 720 days upon award and provides for two (2) six (6) month term extensions at the same terms, conditions, and pricing.

 

Background Information:

The last Master Plan Update was completed in January 2004 and no longer reflects the conditions of the airport. This new document will be a “From Scratch” (as defined by FDOT’s “2016 Guidebook for Airport Master Planning”) version that will replace the existing document in its entirety.

The Purchasing Department on behalf of the Airport, released a request for proposal on December 14, 2016. Five (5) submissions were received and evaluated on March 24, 2017.

The firms in order of ranking after scoring are attached on the ranking spreadsheet.

The final negotiated agreement includes a not-to-exceed amount of $1,901,650.00, inclusive of $100,000.00 to provide for contingency services.

 

Fiscal Impact:

The FAA Grant Application and FDOT Joint Participation Agreement provides over 92% of the project’s total negotiated cost of $1,901,650.00, less Owner’s Contingency of $100,000.00.
