Summary:

The Substance Abuse and Mental Health Services Administration (SAMHSA) performs reviews for excluded individuals for the granting process.  When a similar name is found in the excluded list, an organization must provide clarification that the local officials are not the same as the excluded list.  SAMHSA has conducted a review of key staff associated with Pinellas County’s Cooperative Agreement to Benefit Homeless Individuals (CABHI).  Under their review of the General Services Administration System for Award Management (SAM) (http://sam.gov), they have identified a Mark Undrake Woodard, from Georgia, who is potentially excluded from participation in Federal programs or activities. Human Services’ staff review of SAM, has determined that the excluded party is not the same local official that is associated with Pinellas County’s award. SAMHSA requires acknowledgement of such on agency letterhead for submission.

 

Background/Explanation:

Pinellas County received notification that the Substance Abuse and Mental Health Services Administration (SAMHSA) conducted a review of key staff associated with Pinellas County’s Cooperative Agreement to Benefit Homeless Individuals (CABHI). As the Business Official is identified as Mark Woodard, SAMHSA has requested that Pinellas County review and certify the identified person in the “response regarding potential excluded individual.” Human Services staff reviewed the entry in SAM and has confirmed the individual excluded is Mark Undrake Woodard from Ocilla, Georgia. As such, Pinellas County must submit a response by August, 18, 2017, on agency letterhead acknowledging that the County Administrator is not the same individual to ensure access to grant awards.
