Approval and execution by the County Administrator of the Memoranda of Understanding (MOU) with Catholic Charities, Diocese of St. Petersburg, Inc. (Catholic Charities); Homeless Emergency Project, Inc. DBA Homeless Empowerment Program (HEP); St. Vincent DePaul Central Council of St. Petersburg, Inc. (SVDCC); Society of St. Vincent DePaul South Pinellas (SSVDSP); The Salvation Army; and Tarpon Springs Shepherd Center, Inc. (Shepherd Center), to clarify and document responsibilities at Mobile Medical Unit (MMU) provider service sites.

Summary:

These MOUs formalize the agreement between the County and multiple community organizations which provide suitable parking sites for the MMU.  The MMU visits these locations to provide primary care services to clients of the Health Care for the Homeless (HCH) health program.  These locations are preapproved by Pinellas County Risk Management, and the utilization rates, location recommendations and scheduling are managed by Pinellas County Human Services in conjunction with the HCH Co-Applicant Board (formerly the MMU Advisory Council).

 

Background/Explanation:

The HCH program provides primary health care at no charge to eligible homeless patients with incomes at or below 100% of the Federal Poverty Level.  Pinellas County operates two Health Resources and Services Administration (HRSA) approved health center service delivery sites including the Bayside Health Clinic and the MMU, which travels to various sites throughout the County.

This program is funded in part by the Bureau of Primary Health Care, US Department of Health and Human Services, Health Resources and Services Administration and is a Federally Qualified Health Center (FQHC) specializing in care of the homeless.

In 2016, the HCH program served 2,306 unduplicated homeless Pinellas County residents.
