Approve the award of bid to the firms listed below for requirements of road and landscape materials; a Tampa Bay Area Purchasing Cooperative (Cooperative) contract.
1. Wholesale Landscape Supply, Inc. dba Big Earth Landscape Supply; Items 3, 7, 11, 18 and 19 for a total amount of $82,509.00.
2. Florida Dirt Source, LLC; Items 1, 2, 5, 6, 8, 9, 10, 12, 13 and 14 for a total amount of $2,039,639.00.
3. Stan Weeks & Associates, Inc.; Items 4, 15, 16 and 17 for a total amount of $412,174.75.
Bid No. 167-0390-B(PF) in the annual amount of $506,864.55 for a five (5) year term total of $2,534,322.75 on the basis of being the lowest, responsible bids received meeting specifications.

Summary:
This Cooperative contract for annual requirements of road and landscape materials is administered by the County containing requirements from the Cities of Clearwater, Dunedin, Pinellas Park, and St. Petersburg.
The contract contains a provision for unit price adjustments (increase/decrease) at twelve (12) month intervals after the date of award and thereafter annually for the life of the contract, based on the average of the Producer Price Index - Nonmetallic Mineral Products.
Background Information:
On June 8, 2017, the Purchasing Department, on behalf of the Cooperative, released an invitation to bid with the intent to establish a contract for supply of road and landscape materials.
This contract was re-released after the County Administrator rejected the original May 17, 2017 submittals to add delivery requirements on behalf of the Cooperative. This contract replaces the current contract that expires August 20, 2017.
Fiscal Impact:
County estimated five (5) year expenditure not to exceed: $ 599,051.20
Cooperative estimated five (5) year expenditure not to exceed: $1,935,271.55
Total overall estimated five (5) year expenditure not to exceed: $2,534,322.75
Funding is provided through each requisitioning department’s operating budget. Cooperative participants are responsible for their own funding and purchase orders.
