Recommended Action

Reject the bid from Metro Equipment Service, Inc. for the Boca Ciega Bay Subaqueous Crossing Project on the basis of being non-responsive for not meeting prequalification requirements.

Approve the award of bid to T.L.C. Diversified, Inc. for the Boca Ciega Bay Subaqueous Crossing Project.

Bid No. 167-0288-CP(DF); PID No. 001517A/2113; in the amount of $4,747,565.00 on the basis of being the lowest responsive, responsible bid received meeting specifications; all work is expected to be completed within two hundred forty-five (245) consecutive calendar days.

Summary:

The purpose of this project is to replace an existing twenty-four (24) inch diameter pre-stressed concrete force main pipe crossing Long Bayou, along the Boca Ciega Bay.  The County has determined that the existing force main poses a significant sewage spill risk in the event of failure. The existing force main will remain as a redundant back up.

 

Background Information:

The existing force main will be replaced from the Kampgrounds of America site, located on the west side of the Boca Ciega Bay, to the east side of Boca Ciega Bay at Park Street and 54th Avenue North.  The replacement force main will be twenty four (24) inch fusible polyvinyl chloride (PVC) force main installed by horizontal directional drill (HDD) method and twenty four (24) inch PVC force main installed by open cut method.

 

Fiscal Impact:

Expenditure not to exceed: $4,747,565.00.

 

Funding for this project is derived from the Utilities Department Sewer Enterprise Fund.
