Summary:

The CJMHSA Reinvestment Grant Program requires the oversight of a Planning Committee designated by the Board of County Commissioners (Board). In Pinellas County, the Public Safety Coordinating Council (PSCC) was designated as the Planning Committee by the Board on October 16, 2007.

Under the CJMHSA Reinvestment Grant process, the PSCC is to select and recommend a program for Board approval. The selected program will be responsible for submitting and managing the grant.

With the release of a new solicitation for funding, the PSCC released a competitive process which was posted online and emailed to community partners.  One proposal submission was received for the competitive solicitation.  On April 27, 2017, the PSCC selected the program “Pinellas County Marchman Act Recovery Team” (Recovery Team) for recommendation to the Board. The program is a collaboration with lead organization, Operation PAR (PAR), the Pinellas County Sheriff’s Office (PCSO), Personal Enrichment Mental Health Services (PEMHS) and Central Florida Behavioral Health Network (CFBHN).

 

Background Information:

The CJMHSA Reinvestment Grant Program was created by the 2007 Florida Legislature by s.394.656, F.S., and is housed within the Department of Children and Families (DCF). The purpose of the grant funding is for counties to plan, implement, or expand initiatives that increase public safety and avert increased spending on criminal and juvenile justice systems. Funds also go toward programs that improve the accessibility and effectiveness of treatment services for adults and juveniles who have a mental illness, substance abuse disorders, or co-occurring mental health and substance abuse disorders, who are in, or at risk of entering, the criminal or juvenile justice systems.  In November 2016, the County was awarded a three (3) year CJMHSA Reinvestment Grant to Expand the Office of the Public Defender’s Pinellas County Jail Diversion Program.

For the new grant solicitation, the PSCC recommends submission of the Recovery Team’s proposal received from local partners PAR, PCSO, PEMHS, and CFBHN. Under the Recovery Team proposal, a team will offer in-jail screening services and referral to treatment to Marchman Act
-held individuals.  The primary goal is to intervene in the revolving door and facilitate linkage to treatment services for individuals for approximately 295 annually or 885 over the span of the three (3) year grant.

In 2016, there were 1,192 Marchman Act bookings with 897 unduplicated individuals at the jail.  Anticipated outcomes include a reduction in subsequent bookings for Marchman Acts or other substance use related arrests, increased access to related services, increased step downs to voluntary detoxification treatment and improved inter-agency coordination and operational design.

 

Fiscal Impact:

As a not-for profit community provider, Operation PAR is applying directly with DCF to administer this grant funding for $400,000.00 per year for up to three (3) years.

 

PAR is responsible for providing the required match for the CJMHSA grant.  Their contribution includes in-kind match and cash match equal to the total amount of the grant.  PAR plans to dedicate two detox beds to the program that are funded under a County agreement that is expected to continue for the period of the grant.
