Approve the District Seven Highway Landscape Reimbursement and Maintenance Memorandum of Agreement with the Florida Department of Transportation (FDOT) for the Pinellas Bayway/SR 679 beautification landscape project in the amount of $1 million.
Authorize the Chairman to sign and the Clerk of the Circuit Court to attest the Agreement.

Summary:
The FDOT is providing grant funding in the amount of $1 million on a reimbursement basis for the design, purchase, installation and inspection of plant material for this project. The maintenance agreement is effective for a ten (10) year period, with the option of ten (10) year renewals thereafter. The County will serve as the pass-through entity to the Tierra Verde Community Association (TVCA) for the Pinellas Bayway beautification project.
Background Information:
The FDOT owns the right-of-way along the Pinellas Bayway/SR 679, from Shore Boulevard west to Yacht Club Lane. The County is partnering with the TVCA for the beautification of the medians within the described project limits of FDOT’s right-of-way. County staff is working with the TVCA to establish a project scope of work and timeline, as well as providing project management services to assist in keeping the project within its agreed upon budget, scope, and schedule. The County will serve as the project manager, and work in cooperation between the TVCA, their respective subcommittees, and the FDOT.
The County currently has an ongoing highway landscape maintenance agreement in place since 2006 with the TVCA to define their responsibilities for landscape maintenance for the Pinellas Bayway/SR 679 beautification landscape project.
Fiscal Impact:
The FDOT is providing up to $1 million in grant funding for the Pinellas Bayway beautification project. The grant funding will be received on a reimbursement basis as actual invoices paid are submitted to FDOT for review and approval. The expenditure and subsequent reimbursement of $1 million is allocated for $100,000 in Fiscal Year 2017 for design services, and $900,000 in Fiscal Year 2018 for construction services.
