Approval and execution by the County Administrator of the Land Use Restriction Agreements (LURA) with Metropolitan Charities, Inc. (Metro) and Golden Generations, Inc. (GGI) for capital improvements made utilizing British Petroleum (BP) Economic Settlement Funds.

Summary:

In accordance with the Board’s approval of BP projects and funding on December 13, 2016, Funding Agreements for capital improvements for Metro and GGI were executed on March 27, 2017 and April 12, 2017, respectively.  Metro was awarded $150,000.00 to support the renovation and construction of clinic space for the provision of HIV prevention and care services, and GGI was awarded $100,000.00 to support the renovation and mortgage payoff of “My Sistah’s Place,” a home for youth aging out of foster care.

Execution of the LURA will place 10-year restrictions on the sale and use of the properties to protect the County’s investment and to allow for the provision of services within the community.

 

Background Information:

Metro provides comprehensive HIV services and medical care, social activities, classes, support groups, counseling, health and fitness programs, youth programs, substance abuse programs, older adult programs, behavioral health services and free HIV testing in the Tampa Bay area.  In 2015, Pinellas County saw a 30% increase in the number of new cases of HIV infection.  In response to this rise in infection rates in the community, Metro began a capital campaign to purchase a nearly 47,000 square foot facility in St. Petersburg, FL, of which they occupied approximately half of the space as a tenant.  In April 2016, the purchase was finalized and the capital campaign continues to support renovations, repairs and construction costs.  The expansion of the clinic will double Metro’s occupied space and allow for 16 patient examination rooms.

GGI is a non-profit organization whose mission is to facilitate educational, career, housing, and personal development opportunities for youth and seniors in the St. Petersburg community. Specifically, the My Sistah’s Place Project will provide housing, job training, money management skills and emotional support for females between 18 and 21 years old who have aged out of foster care. A recent study conducted by Eckerd Youth Alternatives and PEW Charitable Trust found that over 400 youth age out of the system in Pinellas County annually, and are at increased risk of joblessness, homelessness, incarceration, and early pregnancy.

The My Sistah’s Place Project will initially provide accessible housing to four (4) female beneficiaries, and will create a waiting list for an 18 to 24 month program that works with employers and mentors to follow residents after their stay. 

 

Fiscal Impact:

The LURA provide no additional fiscal impact.

 

Delegated Authority:

Authority for the County Administrator to sign the LURA is granted under Resolution No. 16-90 adopted on December 13, 2016.
