Summary:
Through this JPA, the County and the City mutually agree that it is economically beneficial to have the County’s contractor perform the City’s utility work as part of the construction of the overall project. The primary work to be performed on behalf of the City is for the replacement, relocation, and/or adjustment of twelve (12)-inch, eight (8)-inch, and six (6)- inch water mains that are in conflict with the proposed construction area. The attached JPA also provides the funding mechanism for the City to pay the County in advance of the commencement of project construction activities, and further identifies both the County’s and the City’s responsibilities throughout the duration of the project.
Background Information:
The County will be reconstructing roadway and making intersection improvements to the Haines Road corridor, from 60th Ave. N to US Hwy 19 to include road widening, drainage improvements, sidewalks, and mast arms. County staff anticipates advertising for construction of this project in Fall 2017, with construction duration anticipated for approximately 18 months following award of contract.
This agreement will result in cost savings to both the County and City by reducing the costs for mobilization, maintenance of traffic, site restoration, and project administration since one contractor will be performing all the work at the same time.
Fiscal Impact:
This project is funded by the Penny for Pinellas and budgeted in the Capital Improvement Program, Transportation, Local Streets/Collector Projects. The City has verified funding in the amount of $647,025.75 for the City’s portion of the utility work. The City’s preliminary estimated utility work cost is $616,215.00, plus an additional five percent (5%) for the County’s contract administration, and compaction and backfill testing cost of $30,810.75.
