Approve the ranking of firms and execution of the agreement with the number one ranked firm, Gresham, Smith and Partners, for professional engineering services for the South Cross Bayou Water Reclamation Facility (SCBWRF) bio-solids dewatering system improvement project.
Contract No. 156-0151-NC(SS), in the amount of $1,383,378.00 from the notice to proceed date for forty-eight (48) consecutive calendar months. Chairman to sign and Clerk of Court to attest.

Summary:
The objective of this project is to design a state-of-the-art solids dewatering system.
The new system will provide improved sustainability and will contain at a minimum: new or rehabilitated centrifuges; new or rehabilitated conveyance system; new or rehabilitated piping system; new polymer storage and feed system; new controls and power distribution system, and new interface with plant Supervisory Control and Data Acquisition (SCADA) system.
Optional services for assessment of the William E. Dunn Water Reclamation Facilities (WEDWRF) sludge transfer impacts in the amount of $59,771.00 are included in the fees.

Background Information:
Pinellas County Utilities owns and operates the SCBWRF, a 33-million gallon per day water reclamation facility, with the capability to handle the bio-solids from both the SCBWRF and the WEDWRF. The bio-solids dewatering system currently includes three (3) high speed dewatering centrifuges originally installed in 1995.
A Request for Qualifications (RFQ) to comply with the Consultants Competitive Negotiation Act (CCNA) per Florida Statute 287.055 was released on February 29, 2016; the negotiation and scoping process was concluded in March 2017.
The contract includes negotiated fully burdened hourly rates including all labor, direct/indirect overhead margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA). Travel outside of the TBMSA will be reimbursed in accordance with Section 112.061, Florida Statutes.

Contingency services not to exceed: $ 100,000.00
Total expenditure not to exceed: $1,383,378.00
Funding for this project is derived from the Sewer Enterprise Fund.
