Summary:

Change Order No. 1 (final) decreases the Board of County Commissioners (Board) approved expenditure by ($222,537.50), accepts the contract as complete, releases all remaining retainage, and authorizes final payment.  The decrease in expenditure is due to unused contingency funds and the difference between estimated preliminary and final quantities utilized.  Substantial completion was achieved on January 24, 2017; final completion was accepted on March 28, 2017.  The agreement term does not change as part of this change order as all work was to be completed by March 31, 2017.

Background/Explanation:

The Board awarded this project on May 10, 2016, its purpose to replace an existing twenty (20) inch diameter pre-stressed concrete cylinder pipe force main across the inter-coastal waterway in Madeira Beach. It was determined the existing force main posed a significant risk in the event of failure.  The existing force main was left for potential use as a redundant back up.  The force main originates at the Madeira Beach Pump Station and discharges to the South Cross Bayou Water Reclamation Facility.  The replacement force main was constructed with twenty four (24) inch diameter high density polyethylene.  Work also included connection to the existing force main at the pump station site and to the existing force main on American Legion Drive.

Fiscal Impact:

Expenditure not to exceed: $1,649,999.00

Decrease due to Change Order No. 1 (final): ($222,537.50)

Revised total expenditure: $1,427,461.50

Funding for this project was derived from the Utilities Department Sewer Enterprise Fund.
