Approve the Utility Work by Highway Contractor Agreement (UWHCA) with the Florida Department of Transportation (FDOT), the Three Party Escrow Agreement with the State of Florida Department of Financial Services, Division of Treasury (Escrow Agent) and the Resolution Utility Agreement for the Gateway Expressway Project for utility relocations.

The FDOT financial project number is 433880-1-52-01 and Utilities PID number is 002627A.

Summary:

Approval of the UWHCA package will allow the project to proceed towards construction through the design-build process that is being administered by FDOT. Pinellas County Utilities (Utilities) has four (4) different project segments within the Gateway Expressway Project construction area that require existing utilities to be relocated at a fixed-cost of $4,118,793.20.

 

Background Information:

Utilities identified four (4) project segments within the Gateway Expressway project construction area. These segments include the Roosevelt Road Extension, SR 688 Flyover area, Roosevelt Airport reconstruction area and US 19 at 118th Avenue. Utilities has prepared and submitted to FDOT a conceptual engineering plans package and a cost estimate for the utility relocation work required for the Gateway Expressway Project. FDOT has reviewed and approved the plans package. These agreements are consistent with, and in addition to, the Local Funding Agreement previously approved with the FDOT for the Gateway Express Project.

 

Fiscal Impact:

Funding for this agreement package will be derived from the Water Renewal & Replacement Fund. $2.8M is included in the FY17 Adopted Budget. The remaining $1.3M will be included in the FY18 budget request.
