Recommended Action

Approve the Second Amendment to the agreement with EMS Management & Consultants, Inc. (EMSMC) to extend the contract for three (3) months for billing services on behalf of Safety and Emergency Services, Ambulance Billing and Financial Services Division.

Approve an increase to the contract of $150,000.00 through June 30, 2017.

Chairman to sign and Clerk to attest.

Contract No. 156-0424-E(HF); increase in the amount of $150,000.00 with a revised total amount of $400,000.00 through June 30, 2017.

Summary:

This Second Amendment to the agreement extends the contract for three (3) months. In addition, an increase to the expenditure is requested in the amount of $150,000.00. This extension and increase with EMSMC will continue to provide a mechanism for billing services. These services are required to maintain acceptable accounts receivable service levels for the Safety and Emergency Services, Ambulance Billing and Financial Services Division. Additionally, this extension will provide adequate time for submittal and evaluation of the request for proposal which has been advertised for these services. The current agreement expires March 31, 2017.

 

Background Information:

The agreement with EMSMC was approved by the County Administrator as an emergency purchase on June 22, 2016. Subsequently, a six (6) month time extension was approved by the County Administrator on September 30, 2016. Due to an unforeseen increase in ambulance transportation during the last two (2) years, along with expanded regulatory requirements it has become difficult for the current ambulance billing staff to process the volume of work in an efficient and effective manner, thus creating a backlog. The accumulation of work has necessitated the urgency for expedited processing while a new contract is solicited.

 

Fiscal Impact:

Approved nine (9) month expenditure:     $250,000.00

Requested increase:                                  $150,000.00

Total estimated twelve (12) month expenditure not to exceed amount: $400,000.00

 

Funding for this extension is available in the EMS Fund FY17 budget, Ambulance Program.
