Approve the award of bid to the firms listed below for requirements of mosquito abatement products.

2. Clarke Mosquito Control Products, Inc.; products 5 - 10, 12 - 14, 16 and 18
3. Rentokil North America, Inc. DBA Target Specialty Products; products 2 and 4
4. Valent Biosciences Corporation; products 11 and 17
Products 20 - 23 tie bids with ADAPCO, LLC and Clarke Mosquito Control Products, Inc.
Request the Chairman conduct a drawing to determine award of four (4) tie bids in accordance with County Code 2-176. The code specifies if two (2) or more bids are received for the same total amount or unit price, qualifications, quality and service being equal and no firms are deemed local (office in geographical Pinellas County), the contract shall be awarded by drawing lots.
Bid No. 167-0156-B(PF); in the amount not to exceed $7,956,862.50, up to $1,591,372.50 annually for a five (5) year term on the basis of being the lowest, responsible bids received meeting specifications.

Summary:
This contract is for requirements of mosquito abatement products for Public Works, Mosquito Control Division.
The contract contains provision for unit price adjustments (increase/decrease) at twelve (12) month intervals after the date of award and thereafter annually for the life of the contract, based on the average of the Producer Price Index (PPI) - Pesticide and Other Agricultural Chemical Manufacture, for the twelve (12) months prior.
Background Information:
On January 12, 2017, the Purchasing Department, on behalf of the Public Works Department, released an invitation to bid (ITB) with the intent to establish a contract for mosquito abatement products. This contract replaces the current contract that expires March 31, 2017.
Fiscal Impact:
Estimated five (5) year expenditure not to exceed: $7,956,862.50
Estimated annual expenditure not to exceed $1,591,372.50
Funding is derived from the Public Works Department, Mosquito Management Division operating budget.
