Approve the Airport Service Contract with the United States Coast Guard (USCG) at St. Pete-Clearwater International Airport (PIE) for airfield operating expenses, Aircraft Rescue Firefighting (ARFF) services and unarmed security guard services for Coast Guard Air Station Clearwater.

Summary:

The Airport Service Contract between the USCG and PIE is the conduit by which PIE is reimbursed by the U.S. Government for providing ARFF services, unarmed security guard services, and airfield operating expenses. 

 

Background Information:

The USCG Air Station Clearwater commenced operations at PIE in 1976.  The Air Station relocated from its original location at St. Petersburg’s Albert Whitted Municipal Airport and today has become the largest and busiest Air Station in the USCG system.  Clearwater Air Station is now located on approximately 39.1 acres of federal government owned land that was originally purchased from Pinellas County in 1973. USCG’s primary missions include search and rescue, homeland security, law enforcement, marine environmental protection, and logistics and spans the Gulf of Mexico, the Caribbean basin, and the Bahamas.  Air Station Clearwater is currently supported by nearly 500 personnel. 

Federal Aviation Administration grant assurances permit airports to charge the federal government for its portion of costs for operating and maintaining airfield facilities when an agency’s aircraft operations are five or more government aircraft regularly based at the airport, or the total number of aircraft landings are 300 or more.

Due to their large number of aircraft operations, the USCG has historically contracted their fair share of the cost for PIE to provide them with ARFF services and airfield maintenance in order to conduct their aeronautical flight operations.  In addition, PIE provides the USCG with unarmed security guard services that are reimbursed to PIE on a pro-rata share. The USCG does not pay ground lease or rental payments to PIE.

PIE negotiated in good faith to reasonably reduce expenses while ensuring they pay their fair and reasonable share of airfield expenses. This contract continues to reimburse PIE for airfield operating expenses, ARFF costs, and unarmed security guard services.  The contract term is for one (1) year, with four (4), one-year options to renew. 

The current contract was extended to December 29th, 2016 to allow for additional time for negotiations.  The new rates are retroactive to that date to ensure that PIE continues to be reimbursed for services rendered.

 

Fiscal Impact:

The total reimbursement to PIE over the five (5) year contract term is $3,535,029.72, which includes an annual 3% adjustment.  The totals for each year are as follows:

Option Year One:                     $685,814.16 ($57,151.18/month)

Option Year Two:                     $706,388.64 ($58,865.72/month)

Option Year Three:                     $727,580.28 ($60,631.69/month)

Option Year Four:                     $749,407.68 ($62,450.64/month)

 

Because this contract is funded incrementally, the first payable amount is for December 30th, 2016 through April 30th, 2017 in the amount of $225,645.42.  This breakout is as follows:

 

$55,486.58/30 days = $1,849.55 per day
