Recommended Action

Sitting as the Emergency Medical Services (EMS) Authority, issue Certificates of Public Convenience and Necessity (COPCN) for applicants to provide non-medical wheelchair and stretcher van transport services.

Summary:

The providers on the attached list have completed the application process and met the Authority’s inspection requirements to operate as a non-medical wheelchair and stretcher van transport business in Pinellas County. 

The initial COPCN adding Stretcher Van services will be issued through June 30, 2017.  Thereafter, Wheelchair and Stretcher Van Providers will continue to renew their COPCN’s annually in June.

 

Background Information:

Pinellas County Code, Chapter 54, required firms providing Wheelchair Transportation Services to apply for a COPCN in order to operate in Pinellas County. In October 2016, the Board of Commissioners adopted Ordinance No. 16-51 which amended Pinellas County Code, Chapter 54 to allow Non-Medical Stretcher Van services for greater flexibility for non-ambulatory citizens of, and visitors to, Pinellas County. 

Ordinance No. 16-51 requires firms providing Wheelchair and Stretcher Van services to apply for a COPCN to operate in Pinellas County.
