Approve the award of bid to Insituform Technologies, LLC for requirements of cured-in-place pipelining (CIPP) rehabilitation services for large diameter sanitary sewer interceptor pipelines.
Bid no. 156-0551-CP(DF); PID no. 002747A in the amount of $2,399,533.70 on the basis of being the lowest responsive, responsible bid meeting specifications. All work is expected to be completed within seven hundred thirty (730) consecutive calendar days. Chairman to sign and Clerk of Court to attest.

Summary:
The scope of work for this project is to rehabilitate large diameter sanitary sewer interceptor pipelines and manholes using CIPP. Work includes furnishing and installing CIPP liners, bypass pumping restoration, cleaning and videoing pipe segments, and other incidental work and construction required to re-commission sewer lines. The CIPP lining process is expected to add at least twenty (20) years of service life to the pipe system infrastructure.
Background Information:
Sewer interceptor pipelines collect sewage flow from local collection sewer piping systems and convey the flow to treatment facilities. Interruption of flow in these pipes due to breaks would impact a large number of sanitary sewer system customers. Additionally, the amount of flows being conveyed can cause significant environmental and/or health impacts if pipe breaks occur and spill out of the piping system.
Recent evaluation of sewer interceptor pipelines have shown pipes in various stages of deterioration, including complete collapse of one twenty-seven (27) inch diameter segment in August 2015. Recent evaluations have also uncovered significant sediment build up in the interceptor piping. Work required to install bypass pumping systems, clean out existing sediment/debris, and install large diameter CIPP liners for extensive lengths is not included in other existing County CIPP lining contracts.

Total expenditure not to exceed: $2,399,533.70
Funding is derived from the Utilities Department Sanitary Sewer Enterprise Fund.
