Sitting as the Countywide Planning Authority, adopt an ordinance approving Case No. 16-26, a proposal by the City of Clearwater to amend the Countywide Plan Map from Activity Center & Residential Low Medium to Activity Center, regarding 2.6 acres more or less, located at 520 & 606 Bayview Avenue, and two adjacent unaddressed parcels to the northwest (subthreshold amendment).

Summary:

Forward Pinellas, in its role as the Pinellas Planning Council, voted 12-0 to recommend approval of the proposal and staff concurs with this recommendation.  The Planners Advisory Committee recommended approval of this case by a vote of 13-0.

 

Background Information:

This proposed amendment is submitted by the City of Clearwater and seeks to amend four parcels totaling 2.6 acres from AC & RLM to AC. This amendment qualifies as a Type A subthreshold amendment because it is less than 10 acres in size and meets the balancing criteria.

The subject amendment area contains a single family home on one of the parcels, and the remaining parcels are vacant. Two of the parcels are within Pinellas County’s jurisdiction and the applicant has submitted a Petition for Annexation (ANX2016-08027). The applicant currently operates a religious retreat to the south and east of the property, and the proposed amendment would allow the applicant to expand the campus with additional facilities. The proposed amendment is consistent with Clearwater’s Comprehensive Plan.
