As requested by the Sheriff, adopt a resolution appropriating unanticipated revenue in the FY17 Pinellas County Sheriff’s Office (PCSO) cost center in the General Fund for the upgrade of license plate readers used in the Intelligence Led Policing program.

Summary:

Adoption of the resolution will appropriate $499,090 from the Federal Equitable Sharing Trust Fund (FESTF) to the PCSO General Fund cost center.  The Sheriff requested the appropriation to fund the upgrade of license plate readers.  The PCSO has received revenues from forfeitures and seizures that were not anticipated and not included in the FY17 Adopted Budget.

 

Background Information:

The Pinellas County Board of County Commissioners established a special Law Enforcement Trust Fund (LETF) in FY02 pursuant to Chapter 932.7055(5)(b), F.S. for depositing forfeiture proceeds derived from law enforcement activities of the PCSO and a companion FESTF created through an agreement with the United States Department of Justice. These funds, plus any interest, must be used for allowable law enforcement purposes only and cannot be used for normal operating expenses of the PCSO. 

Upon receipt of a specific request from the PCSO's Office and review by the Office of Management and Budget, the schedule of payments to the PCSO is modified to include the requested amount.

 

Fiscal Impact:

This appropriation is in addition to the $500,000 related to law enforcement trust funds already included in the FY17 budget.  As of November 16, 2016, there was $1,437,692.83 on deposit within the Federal Equitable Sharing Trust Fund (FESTF).
