Approve the ranking of firms and execution of agreements with three (3) firms for requirements of waste-to-energy consulting services:

1. Arcadis U.S., Inc.
2. CDM Smith Inc.
3. HDR Engineering, Inc.

Contract 156-0411-CN (RW); the upset limit over the five (5) year term is $10,000,000.00; Chairman to sign and Clerk of Circuit Court to attest.

Summary:

The purpose of this contract is to provide waste to energy and solid waste consulting services on a continuing basis.  This contract ensures that the contract operator of the County’s Waste to Energy Facility (Facility) is operating and maintaining the Facility in conformance with the service agreement and all applicable regulations and permit conditions.
 
The firms, in order of ranking, are attached on the ranking spreadsheet.

 

Background Information:

A request for proposal to comply with the Consultants Competitive Negotiation Act (CCNA) per Florida Statute 287.005 was released on July 26, 2016 and the negotiation process concluded in November 2016.

The contract includes negotiated fully burdened hourly rates including all labor, direct/ indirect overhead, margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA). Travel outside of the TBMSA will be reimbursed in accordance with Section 112.061, Florida Statutes.

 

Fiscal Impact:

 

The upset limit for each firm for the five (5) year term is:

 

Arcadis US Inc.                                         $2,500,000.00

CDM Smith (CDM)                                    $5,000,000.00

HDR Engineering Inc. (HDR)                                    $2,500,000.00

                                                                                                                              $10,000,000.00

 

 

CDM will be the Engineer of Record for the Facility and Technical Recovery Program (TRP) support, hence the additional expenditure request. Arcadis and HDR will be assigned projects and provide additional support for the TRP and other Solid Waste campus projects as required.

 

The County Administrator has delegated authority to increase the upset limits of contract purchase orders pertaining to this contract provided the negotiated rates remain the same.

 

Funding is derived from Solid Waste Department Enterprise Fund per individual work assignments on a multiple year/multiple work assignment basis.
