The Fiscal Year (FY) 2017 Health Center Program (H80) Budget Period Progress Report (BPR) Non-Competing Continuation to the U.S. Department of Health and Human Services, Health Resources and Services Administration (HRSA) for the Health Care for the Homeless (HCH) program is being submitted to provide an update on the progress of the program this year.

Summary:

The BPR non-competing continuation provides an update on the progress of Health Center Program award recipients.  The FY 2017 BPR reports on progress made from the beginning of an award recipient’s FY 2016 budget period until the date of the BPR submission; the expected progress for the remainder of the budget period; and any projected changes for the FY 2017 budget period

The purpose of this grant program is to improve the health of the Nation’s underserved communities and vulnerable populations by assuring continued access to comprehensive, culturally competent, quality primary health care services. 

The Mobile Medical Unit Advisory Council, the co-applicant governing board, approved the BPR submission on October 4, 2016.

 

Background Information:

For the Fiscal Year (FY) 2016, HRSA awarded Pinellas County $922,179.00 for the first year of a three year project period.  The BPR is a non-competing continuation report for federal financial assistance to continue support of comprehensive primary health care services in Pinellas County in FY 2017.

This BPR reports progress on the County’s HCH program for the budget period starting March 1, 2016 through February 28, 2017.  In 2016, the program provided basic health care services on the Mobile Medical Unit (MMU) and at the new Bayside Health Clinic. For the time period of this progress report (March 1, 2016 through September 15, 2016), the County has served 1,502 homeless patients.  The County is projecting to serve over 2,500 in the calendar year of 2016. 

Since 1988, medical and dental care referrals have been provided to the homeless population in the County via the MMU. Primary health care is provided at no charge to homeless patients with incomes at or below 100% of the FPL.  The MMU visits shelters, soup kitchens, drop-in centers and other locations where the homeless congregate. In the Spring of 2016, the County opened the Bayside Health Clinic located adjacent to the Safe Harbor homeless shelter. 

In 2015, the County served 2,239 unduplicated homeless patients through the MMU and Safe Harbor medical clinic.  The continuation of this award will allow the County to continue providing primary medical care and prevention services to homeless residents.  The funding will support clinical services for 2,940 unduplicated patients by December 31, 2017.

 

Fiscal Impact:

The BPR budget for FY17 amounts to $1,371,615 in federal funds, which includes the base appropriation of the HCH program along with three supplemental funding awards including Expanded Services 2014 (Y3), Expanded Services 2015 (Y2), and the Substance Abuse Service Expansion in 2015 (Y2).  The County anticipates applying non-federal funds to the program totaling approximately $1,288,423 from the Human Services approved FY17 budget and projected FY18 budget.   The BPR is a progress report, not a grant award.  At the time the grant award is received, acceptance will be sought from the Board of County Commissioners.
