Approve the County Incentive Grant Program Agreement (CIGP) with the Florida Department of Transportation (FDOT) in the amount of $400,000.00 for the design of an Advanced Traffic Management System/Intelligent Transportation System Phase 3 Project at various locations throughout the County.

Chairman to sign and the Clerk to attest.

Authorize the Clerk to record the accompanying resolution in the public records of Pinellas County.

The County will provide a 50% match, with FDOT providing the other 50%.

Summary:

This agreement is necessary to provide CIGP Grant funding for design of the Phase 3 ATMS Project at various locations throughout the County.

 

Background Information:

FDOT is willing to provide the County grant funds to the Phase 3 ATMS Project at various locations throughout the County for design services.  Design consists of closed-circuit television cameras, dynamic message signs and controller cabinets at various intersections and road segments.

Pinellas County has installed several miles of ATMS/ITS network on County and State facilities; however, there are still gaps in the network. These gaps are primarily intersections that were not included in the primary ATMS/ITS networks, bypassed due to conflicting construction, or are in need of additional devices to provide complete coverage.  The Phase 3 ATMS Project will greatly improve the system’s benefits, allowing better operating efficiency of the County’s signalized intersections and enhanced coverage of the County’s traveler information network.

Staff had requested FDOT to revise the indemnification language contained in Section 4(B) of the Agreement. The FDOT will not allow the change. Staff and the County Attorney agree that this does not increase the liability to the County beyond an acceptable level of risk.

 

Fiscal Impact:

The projected cost for the design phase of this project is $400,000.00, with FDOT providing $200,000.00 (50%), and the County providing the remaining amount through the 9th Cent Local Option Gas Tax. The County’s portion is budgeted in the Capital Improvement Program, Transportation and Traffic Flow, Advanced Traffic Management Systems program.
