Sitting as the Pinellas County Emergency Medical Services (EMS) Authority, approve Amendment No. 2 to the Advanced Life Support (ALS) First Responder Agreement with the City of Largo.
Authorize the Chairman to sign and the Clerk to attest.

Summary:
Approval of this recommendation will convert the paramedic position assigned to Largo Truck 42 from a City funded position to an EMS Authority funded position.
Background Information:
To address service delivery needs and focus on the future as a collective Fire Rescue and EMS System, a Data Driven Focus Group (DDFG) comprised of County staff and Fire Chiefs met over several months to assess response time performance and workload.
The DDFG set as a high priority the support of the St. Petersburg Peak Load Staffing project and the conversion of several City/Fire District funded Advanced Life Support (ALS) First Responder Units to “EMS Authority funded.” The recommended units to be converted are Clearwater Engine 45, Largo Truck 42, Lealman Engine 18, Pinellas Park Truck 33 and St. Petersburg’s Medic 1 and Medic 3.
The EMS Advisory Council (EMSAC) reviewed and supports these improvements as a high priority. The basis for the high priority recommendation from the DDFG and the EMSAC is that the operational data is now meeting the EMS Authority's Level of Service for authorized funding.
Fiscal Impact:
FY17 Expenditure = $5,155,213.66
This represents an increase in funding of $392,363.00.
Funding is budgeted in the FY17 EMS Budget.
OMB has included this expenditure in the multi-year fund forecast.
This amendment is retroactive to October 1, 2016.
