Approve Budget Amendment No. 11 appropriating funds from emergency reserves within the General, Emergency Medical Services, Building Services, Airport Revenue and Operating, Solid Waste Revenue and Operating, Water Revenue and Operating, and Sewer Revenue and Operating funds for unanticipated expenditures due to Hurricane Hermine.

Summary:

This budget amendment realigns funds from the Reserves program in various funds to the Emergency Events program within those same funds to pay for unanticipated expenditures related to Hurricane Hermine.

 

Background Information:

In September 2016, Hurricane Hermine made landfall in North Florida. While Pinellas County was not in the direct path of this storm, the County suffered significant damage from high winds and heavy rainfall. The Emergency Events program is used to consolidate expenditures incurred during an event to allow for accurate tracking of those expenses in support for reimbursement of eligible expenditures from the Federal Emergency Management Agency’s (FEMA) Public Assistance Grant Program. Appropriations to the Emergency Events program are only made as needed based on anticipated recovery of eligible expenditures through FEMA. Otherwise, emergency event-related expenditures are recorded within existing departmental budgets.

 

Fiscal Impact:

This amendment will realign funds from the Reserves program to the Emergency Events program within the appropriate funds in the amounts designated in the attached amendment. Additional event-related expenditures may be identified. The attached federal declaration establishes the opportunity to apply for the public assistance grant funding, but the amounts and timing for reimbursement are not yet known.
