Approve the agreement with AVCON, Inc. for construction management services for the Airport Taxiway Rehabilitation Project - Phase 2 at the St. Pete-Clearwater International Airport (Airport).  Chairman to sign Clerk to Attest. 

Contract No. 112-0413-CN (RW); in the amount of $463,214.00 with a term of six hundred (600) consecutive calendar days.

Summary:

This agreement will enable construction management services to be performed on behalf of the Airport, throughout the duration of Phase 2 of the Taxiway Rehabilitation Project.

Services shall include but not be limited to: resident project representation, quality assurance, construction materials testing, general project administration and coordination.

The contract term is six hundred (600) consecutive calendar days with provision for one (1), twelve (12) month term extension.

 

Background Information:

On October 16, 2012, the Board of County Commissioners, in accordance with Consultant Competitive Negotiation Act (CCNA) policy, approved the ranking of ten (10) firms to provide a wide range of professional services to assist the Airport in the implementation of Capital Improvement Projects (CIP) for rehabilitations and improvements to taxiways, aprons, the Terminal Building and conversion of Runway 9-27 into a taxiway.

As consultant services are required for each of the projects outlined in the RFP, staff will negotiate a contract for one (1) firm to provide design services and one (1) firm to provide construction administration services. The services shall be carried out in accordance with Federal Aviation Administration regulations, ordinances, and policies.

 

Fiscal Impact:

The negotiated lump sum for construction management services is $463,214.00 including owner contingency not to exceed $30,000.00.

 

Funding is derived from Passenger Facility Charges, Federal Aviation Administration grants and Florida Department of Transportation grants.
