Recommended Action

Approval and execution by the County Administrator of the first amendment to the emergency purchase agreement and increase to the blanket purchase agreement (BPA) with EMS Management & Consultants, Inc. (EMSMC) for billing services.

Contract No. 156-0424-E(HF) increase in an amount of $140,000.00 for a revised total expenditure of $250,000.00 through March 31, 2017.

Summary:

Approval of a six (6) month time extension to the agreement and increase to the BPA with EMSMC to continue to provide emergency billing services.  The services are required to maintain acceptable accounts receivable service levels for Safety and Emergency Services, Ambulance billing and the Financial Services Division.  Staff is currently working to finalize specifications for the purpose of competitively soliciting these services in the future.  

 

Background/Explanation:

The agreement with EMSMC was approved by the County Administrator as an emergency purchase on June 22, 2016. Due to an unforeseen increase in ambulance transportation during the last two (2) years, along with expanded regulatory requirements it has become difficult for the current ambulance billing staff to process the volume of work in an efficient and effective manner, thus creating a backlog. The accumulation of work has necessitated the urgency for expedited processing.

 

Fiscal Impact:

Approved three (3) month expenditure:                                                              $110,000.00

Requested increase:                                                                            $140,000.00

Total estimated nine (9) month expenditure not to exceed amount:    $250,000.00

 

Funding is derived from Ambulance User Fee Revenue.

 

Delegated Authority:

Authority for the County Administrator to approve this emergency purchase is granted under Code Section 2-181(b)(1).
