Adopt the Annual Surface Water Rate Resolution for the Fiscal Year 2017 (FY17) Surface Water Service Assessment within the unincorporated areas of the County.

Summary:

This is the Annual Surface Water Rate Resolution for FY17.  It establishes the Annual Surface Water program cost for FY17 at $20.9 million.  The proposed (assessment) rate for FY17 is unchanged at $117.74 per “equivalent residential unit" (ERU).  The total estimated revenue for FY17 is $19.6 million.  Based on the projected expenditures for FY16, the gap between FY17 revenue and program costs will be offset by the fund balance and will allow for the necessary cash flow to cover the first two months of FY17.

 

Background Information:

Annually, the Surface Water Service Assessment is brought to the Board of County Commissioners (Board) for adoption.  The Preliminary Surface Water Rate Resolution, which was approved by the Board on June 21, 2016, establishes the top rate at which the surface water assessment may be levied.  The final rate can be at or below the assessment rate established in the Preliminary Surface Water Rate Resolution.

Information pertaining to the Annual Surface Water Assessment was included in the truth-in-millage mailings.  Parcel owners were notified of their number of ERU’s, estimated assessment amount, changes that may have occurred, if applicable, and of the public hearing date for the final decision on the adoption of the annual rate for the County’s Surface Water Service Assessment.

 

Fiscal Impact:

The recommended assessment of $117.74 per ERU is unchanged from the prior fiscal year.  It is estimated to generate $19.6 million to meet environmental and stormwater needs in the unincorporated area.
