Summary:

This contract is for professional engineering consulting services related to the Beckett Bridge Replacement Project.  Hardesty & Hanover will be tasked to develop plans, acquire all permits, develop construction specifications, cost estimates, and perform all other professional engineering services as required for final design of the Beckett Bridge Project.  The bridge consists of a bascule channel span and fixed concrete approach spans.  The replacement bridge shall be designed for a minimum service life of 75 years.  Beckett Bridge has been determined to be eligible for listing on the National Historic Register.

The final negotiated agreement includes a not-to-exceed amount of $2,769,453.00, inclusive of $2,400,831.00 for basic design services, $118,622.00 for optional services that include bridge tender control house design, and owner’s contingency services of $250,000.00.

Background Information:

Beckett Bridge is a functionally obsolete, two-lane, bascule-span structure over the Whitcomb Bayou, a tributary to the Anclote River.  The existing two-lane bridge connects areas west and north of the Bayou to downtown Tarpon Springs and is located on a popular route for access to Fred Howard Park.

The County, in coordination with the Florida Department of Transportation (FDOT), and the Federal Highway Administration (FHWA) conducted a Project Development and Environment (PD&E) Study to evaluate alternatives to remove, rehabilitate or replace the existing Beckett Bridge.  The recommended and approved alternative was for the replacement of the existing movable bridge with a new two lane movable bridge on approximately the same alignment as the existing bridge.

A Request for Qualifications (RFQ) to comply with the Consultants Competitive Negotiation Act (CCNA) per Florida Statue 287.055 was released on June 5, 2015 and the negotiation and scoping process was concluded in June 2016.

The project design and permitting phase and construction phase is expected to be completed within one thousand, eight hundred, twenty-five (1,825) consecutive calendar days.

The contract includes fully burdened hourly rates which were negotiated after conclusion of the evaluation process. The rates include all labor, direct/indirect overhead margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA). Travel outside of the TBMSA will be reimbursed in accordance with Section 112.061 of Florida Statutes.

 

Fiscal Impact:

Funding for this project is derived from the Infrastructure Sales Tax (Penny for Pinellas): Transportation and Traffic Flow, Bridges - Repair and Improvements program allocation.
