Reject the bids from Environmental Operating Solutions, Inc. and Florida Chemical Supply, Inc. for Glycerin 70% for not meeting bid specifications.

Approve the award of bid to Polydyne, Inc. for requirements of reclaimed methanol and Florida Chemical Supply, Inc. for virgin methanol requirements related to wastewater treatment; a Tampa Bay Area Purchasing Cooperative (Cooperative) contract. 

Bid No. 156-0392-B(LN) in the amount of $1,304,200.00 for a five (5) year term on the basis of being the lowest, responsible bids received meeting specifications.

Summary:

This is a cooperative contract containing the requirements of the City of Oldsmar to provide reclaimed and virgin methanol on an as needed basis.  Currently, methanol is used by wastewater treatment facilities to accelerate the biological process that breaks down nitrate compounds; however, supply and cost volatility have led the Utilities Department to consider alternative carbon sources such as Glycerin.  The Utilities Department will be initiating a carbon bench scale pilot test in the near future to evaluate these products for supplemental carbon source perfomance.  If determined to be usable, a separate competitive process will be solicited.

The contract has provision for price adjustment (increase/decrease) at six (6) month intervals after award not to exceed the average of the Producer Price Index (PPI) for Fuels and Related Products and Powers.

 

Background Information:

On July 14, 2016, the Purchasing Department, on behalf of the Utilities Department and the Cooperative, released an Invitation to bid (ITB) with the intent to establish a contract for methanol requirements.  The current contract for Methanol expires at the end of September 2016.   

 

Fiscal Impact:

County estimated expenditure not to exceed:                    $1,240,500.00

Cooperative estimated expenditure not to exceed:            $     63,700.00

Total estimated five (5) year expenditure not to exceed:   $1,304,200.00

 

Funding is derived from the Utilities Department Sewer Operating Budget.  Cooperative agencies are responsible for their respective funding source.
