Approve the award of bid for car rental concession services at St. Pete-Clearwater International Airport (Airport) with the following car rental brands:
• Enterprise Leasing Company of Florida, LLC d/b/a Alamo Rent A Car & National Car
• Enterprise Leasing Company of Florida, LLC d/b/a Enterprise Rent A Car
• Avis Budget Car Rental, LLC d/b/a Avis and Budget
• The Hertz Corporation d/b/a Hertz
Contract no. 156-0383-B; for revenue amount not to exceed $8,160,821.00; through September 30, 2019. Chairman to sign and Clerk to attest.

Summary:
This contract provides for the operation of on-site non-exclusive rental car concessions for up to four (4) firms at the Airport. Contract award and counter location is based on the firms offering the highest combined guarantees and space rentals as noted below.
The contract will be effective for a period of thirty-six (36) months commencing October 1, 2016 with provision for two (2) twelve (12) month term extensions.
Background Information:
On May 20, 2016, the Purchasing department, on behalf of the Airport, released the Invitation to Bid (ITB) for the above referenced. The ITB allowed for dual branding and up to four (4) concession agreements, resulting in four (4) national car rental brands at the Airport. This contract replaces the current contract that expires September 30, 2016.
Fiscal Impact:
Estimated revenue for annual guarantees not to exceed: $7,641,641.00
Estimated revenue for counter space rental not to exceed: $156,300.00
Estimated revenue for parking space rental not to exceed: $362,880.00
Total estimated thirty-six (36) month revenue not to exceed: $8,160,821.00
Proceeds will be deposited into the Airport’s Concession Income - Car Rental Account.
As a comparision, the total estimated thirty-six (36) month revenue for the previous contract was $2,988,740.
