Approve the Memorandum of Understanding (MOU) with Palm Harbor University High School for enhancements and retrofits to increase shelter capacity and capability, which will provide over 1,739 new shelter spaces for use by the community to keep them safe and secure during an emergency.
The MOU agreement is to provide $461,842.00 toward enhancements and retrofits in Palm Harbor University.

Summary:

The MOU agreement is to provide $461,842.00 towards the enhancements and retrofits in Palm Harbor University High School.  These enhancements will ensure emergency water supply, emergency power for air ventilations, elevator operation, and lighting for at least 8 hours. This will yield approximately 1,739 shelter spaces.

 

Background Information:

This project presented opportunities to increase shelter spaces by a little over 1,700, while enhancing existing and new spaces with water and power and other essential facility functions needed when sheltering a total of 3,556 people.   
Upgrades will be done to the well water supply system and piping.  The water will be supplied to the existing campus and the new campus.  Upgrades to the generator and associated split DX system air conditioners will supply power to the well water pump and chlorination system, support lighting, fire alarm control panels and response, elevator, air handler, telecommunications for emergency phones, and exhaust hoods in the kitchen.  
  
This work provides a resiliency value to the entire community during response and recovery operations.

 

Fiscal Impact:

The funds in the amount of $461,842.00 are budgeted in the FY2016 Adopted Capital Improvement Plan. Funding source is Penny for Pinellas, Public Safety and Hurricane Preparedness program. A total of $1,528,530.00 is budgeted for emergency shelter capacity projects in FY2016.
