Approve the Memorandum of Understanding (MOU) with the Pinellas County School Board for East Lake Middle School enhancements and retrofits to increase shelter capacity and capability.
The MOU is to provide $370,808.00 toward enhancements in East Lake Middle School.

Summary:

The MOU agreement is to provide $370,808.00 toward enhancements in East Lake Middle School.  These enhancements will include emergency well for potable water system, emergency power for a period of 16 hours for ventilation fan units, select lighting and fire alarms, and extending the emergency water supply to East Lake High School Bldg 7 bathrooms and kitchen.  The enhancements will add approximately 750 new shelter spaces for use in the event of an emergency.

 

Background Information:

East Lake Middle School is a new school adjacent to East Lake High School, which currently serves as a shelter. This construction provided opportunities to build resilience by enhancing the new school as well as the existing shelter in the high school with water and power. 
This work results in the county having a total of 2,855 shelter spaces with life and safety capabilities in the NE corner of the county where few shelter are available.
The buildings powered by the generator will only be East Lake Middle School Buildings 1, 2, and 3. The upgrades to the generator will support central ventilation and exhaust system, lighting, fire alarm power boosters, smoke dampers, well, pump, and chlorinator, and the lighting in electrical and mechanical rooms.
The potable water well will support East Lake Middle School Bldg 1, 2, 3, as well as the group toilet rooms and the kitchen in Bldg 7 of East Lake High School, a current shelter.

 

Fiscal Impact:

The funds in the amount of $370,808.00 are budgeted in project 000855A - Emergency Shelter Buildings Project in the Capital Projects Fund within the Emergency & Disaster Projects program. The funding source is Penny for Pinellas.
