Approve Change Order No. 2 which will increase the contract amount by $289,900, and extend the duration of the project by 165 calendar days to provide for additional parking as part of the Remote Parking Lot Expansion project at the St Pete-Clearwater International Airport (Airport).

Contract No. 145-0152-CP(PF); PID No. 000321A; increases the amount of this contract by $289,900, and extends the duration of the project by 165 calendar days. The new completion date is November 18, 2016. Chairman to sign and Clerk to attest.

Summary:

The purpose of Change Order No. 2 is to provide for additional overflow parking as part of the Remote Parking Lot Expansion Project.  The Remote Parking Lot Expansion Project added 557 parking spaces to the existing Remote Parking Lot bringing the total amount of spaces to 1,078. 

Change Order No. 2 provides for a new Temporary Parking Lot adjacent to the Remote Parking Lot adding an additional 493 parking spaces.  Overall this project and change order adds 1,050 parking spaces to the Airport’s parking capacity for a new total of 1,571.  

A time extension of one hundred sixty-five (165) consecutive calendar days is necessary for this request; the new completion date will be November 18, 2016.

 

Background Information:

The Board of County Commissioners awarded this contract on April 7, 2015.  On December 31, 2015, the County Administrator approved Change Order No. 1 for a time extension of two hundred forty (240) consecutive calendar days and to release a portion of the retainage.

Change Order No. 1 was requested in anticipation of additional Florida Department of Transportation (FDOT) funds becoming available.  FDOT funding of $90,000 was obtained and approved by the Board on March 29, 2016.

 

Fiscal Impact:

Original agreement amount:                $1,909,623.00

Revised Agreement Amount:                $2,199,523.00

 

Funding for Change Order No. 2 is derived through an FDOT Grant ($90,000) and Airport Capital Improvement Program budget ($199,900).

 

The engineering estimate for Change Order No.2 was $180,000.  FDOT agreed to fund $90,000; as unspent funds remain from the Remote Parking Lot Expansion Project, the entire project including Change Order No. 2 will be within the project budget.
