Dunedin Causeway Bridges Project Development and Environment Study Update.

Body

Summary:

This presentation will provide additional information of the various alternative alignments for the Dunedin Causeway Main Bascule Bridge, connecting Ward Island to Dunedin Causeway, and the fixed Tide Relief Bridge, which connects Dunedin Causeway with Honeymoon Island.

The consultant agreement for the PD&E Study was approved by the Board of County Commissioners (Board) on November 18, 2014 with URS Corporation Southern\AECOM.

On March 29, 2016, a detailed analysis was presented to the public for the replacement alternatives listed below.  Approximately 300 people attended the workshop that evening.

Main Bridge Replacement Alternatives on approximately the existing alignment:
• Low-Level Movable Bridge - (Minimum Vertical Clearance - 21 ft., same as existing bridge)
• Mid-Level Movable Bridge - (Minimum Vertical Clearance - 35 ft.)
• High-Level Fixed Bridge - (Minimum Vertical Clearance - 65 ft.)

Tide Relief Bridge Replacement Alternative:
• Low-Level Fixed Bridge - (Minimum Vertical Clearance - 12 ft.) with an alignment partially shifted to the south (away from the condominiums).  Phased construction will allow for maintenance of traffic.

Following the March 29, 2016 workshop, subsequent presentations were made which included the results of the public input from the workshop:

6/13/2016 - Alternatives Workshop Results Presentation to Ad Hoc Committee
6/16/2016 - Alternatives Workshop Results Presentation to Dunedin City Commission
6/21/2016 - Alternatives Workshop Results Brief Presentation to Board Regular Meeting

Public Works staff anticipates returning to the August 23, 2016 Board meeting to request a recommendation on the preferred recommended alternative.  This will allow the consultant to proceed with a detailed analysis of the preferred alternative.  It is anticipated the results of the detailed analysis will be vetted at a public hearing in the fall of 2016.  The PD&E study is a two year process, which began in December 2014, and is expected to be completed by December 2016.
