Adopt a resolution authorizing the County Administrator to sign the construction grant application for the East Lake Community Library (ELCL) Expansion Project and any necessary certifications.

Summary:

Accepting this $1,000,000 appropriation will enable the ELCL to expand the existing building footprint by approximately 2,500 square feet to accommodate the increased need for library services and programs.  Additionally, the building’s interior area will undergo a partial renovation to repurpose and upgrade the existing space.

 

Background Information:

In April 1997, the Board approved the purchase of nine (9) acres of land for a library. The ELCL opened for service on November 1, 1999.  The 4,500-square-foot library immediately became an important element of the East Lake community. The ELCL staff has maintained a master plan to adapt interior space utilization and building expansion to meet the evolving needs of the population it serves.

In 2011, a building addition of 1,900 square feet was constructed.  However, the building footprint size remains below the recommended minimum Florida State Library Standard for Public Libraries: 0.6 square foot per capita.

This appropriation funding for the proposed 2,500 square foot building addition will increase the total square footage to 8,900 square feet.  The library’s service area population is approximately 32,335 (2010-2014 American Community Survey 5-Year Estimate).  After the proposed project completion, the ELCL square footage will remain one-half of the recommended minimum standard.

 

As the building owner, the appropriation funding must be received by the County.  Staff is working with Palm Harbor Community Services Agency (PHCSA) and ELCL staff to draft a services agreement for the County to provide full construction project management services.  Project management services would include: design professional services and construction (contractor) procurement, design professional services oversight and document review, construction project management and quality assurance, and project closeout.  The agreement will ensure; appropriation competitive procurement compliance, site development and building code compliance, and that the ELCL and County receive a quality project.

 

PHCSA and ELCL have the option to move forward on their own with design and construction.  The County would coordinate with PHCSA and ELCL to issue progress payments, as requirements are met as the project progresses through completion.

 

Fiscal Impact:

$1,000,000.00 State budget appropriation that requires no matching County funds. The project has been added to the proposed FY17 Capital Improvement Program budget.

 

If PHCSA and County agree to enter into a project management services agreement, PHCSA will reimburse the County for project management services from project funds.
