Contract No. 134-0310-NC, in the amount of $722,816.00 from the notice to proceed date for one thousand ninety-five (1,095) consecutive calendar days.

Summary:

This contract is for professional consulting services to assist with engineering assessment, design services and other professional engineering services as may be required to construct and widen a roadway.  Forest Lakes Boulevard from Pine Avenue intersection to the intersection at Race Track Road is currently a two-lane divided suburban roadway.  This project includes design and preparation of plans to widen this roadway to four (4) lanes with five (5) foot paved shoulders to be used as bike lanes and to also reconstruct the existing road.  Drainage improvements will be necessary, but minimal and two (2) intersections will be signalized.  The project design phase is to be completed within 540 calendar days with construction to start in early 2018.

The firms in order of ranking are attached on the Ranking Tabulation Sheet.

The contract has fully burdened hourly rates which were negotiated after conclusion of the evaluation process.  The rates include all labor, direct/indirect overhead margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA).  Travel outside of the TBMSA will be reimbursed in accordance with Section 112.061 of Florida Statutes.

 

Background/Explanation:

A Request for Qualifications to comply with the Consultants Competitive Negotiation Act (CCNA) per Florida Statue 287.055 was released on October 24, 2014 and the negotiation and scoping process was concluded in August, 2015.

Basic services not to exceed:                                          $ 590,959.00
Optional services not to exceed:
                                          $  66,857.00
Contingency services not to exceed:
                     $  65,000.00

One thousand ninety-five (1,095) consecutive calendar days not-to-exceed amount: $722,816.00 with an estimated average annual cost of $240,938.67.

Funding is derived from the Infrastructure Sales Tax (Penny for Pinellas), Transportation and Traffic Flow, Countywide Road Improvement Program Allocation.

 

Delegated Authority:

Authority for the County Administrator to approve the ranking of firms, negotiated contract and to sign the agreement is granted under Code Section 2-178(l).
