Approve and execute Amendment Two to the Agreement with the Sixth Judicial Circuit for the Drug Court Expansion Program to fund Fiscal Year 2017 (FY17).

Summary:

This Amendment renews the Agreement for one year from July 1, 2016 through June 30, 2017 and adjusts the funding level to the new appropriated level of $659,524.00 effective July 1, 2016. 

The Drug Court Expansion Program is a legislative funded prison diversion drug court, which extends substance abuse treatment to a population of nonviolent felony offenders in the County who might otherwise be sentenced to prison. Participants are selected by the Sixth Judicial Circuit and must meet certain criteria, i.e., being amenable to substance abuse treatment and having an underlying offense of a nonviolent felony; however, eligibility is determined on an individual basis and a combination of factors are considered. The Office of the State Courts Administrator reimburses the County for the costs of the treatment provided by licensed substance abuse and mental healthcare service providers with whom the County contracts. The program is projected to serve 65 to 75 participants.

 

Background Information:

The original Agreement with the Sixth Judicial Circuit effectuated the transfer of legislative funds to the County for the provision of services for the Drug Court Expansion Program from July 1, 2015 through June 30, 2016. Amendment One to the Agreement was entered into on August 18, 2015, to ensure compliance with the Florida Single Audit Act.

The program is currently serving 56 participants in Drug Court Division Z. A mentoring initiative was recently added to expand services.

 

Fiscal Impact:

The amount of Amendment Two to the Agreement is $659,524.00, which includes a reimbursement of $26,172.00 to the County’s Justice Coordination budget for administrative costs.

 

All expenses incurred under the Agreement are fully reimbursable by legislative funds.
