Approve the submission of a Grant Application for Federal Assistance to request federal entitlement and discretionary grant funding to perform design, construction, and construction phase services for the Taxiway Rehabilitation Phase 2 project at the St. Pete-Clearwater International Airport (PIE). 

Approve the authority for the Chairman to execute and the Clerk to attest to the Grant Application form as well as the Grant Agreement when it is received.

Summary:

This Federal Aviation Administration (FAA) Airport Improvement Program (AIP) Grant Application is requesting $7,648,298 in Fiscal Year 2016 (FY16) entitlement and discretionary grant funding for the design, construction, and construction phase services for the Taxiway Rehabilitation Phase 2 project.  This project is budgeted in PIE’s Capital Improvement Program for FY16 and FY17 (000036A).  The Grant Application provides 90% of the project’s funding by the FAA, less design and construction contingencies.

On June 7, 2016, the FAA notified PIE that two items totaling $45,198 are ineligible for FAA funding.  These ineligible items include contingencies for operational delays.  As a result of these two items being ineligible, the FAA share of the project has decreased by $45,198 since the agenda item was initially submitted. 

As soon as clearance is received by the Office of the Secretary of Transportation, the Grant Agreement will be sent to the Office of Management and Budget (OMB) for the County’s signature.  Typically, the FAA requires that the Grant Agreement be executed within 10 business days of issuance.  Due to time constraints, approval is also requested for the Chairman to execute the Grant Agreement and the Clerk to attest the signatures.

 

Background Information:

The plans and specifications call for the demolition, removal, replacement and rehabilitation of pavement surfaces for Taxiways “A”, “B”, “M”, “T”, “F”, “J” and “K”.  These pavements are experiencing distresses including bleeding, block cracking, and weathering. Some of these pavements were originally constructed in 1944 with rehabilitation work performed in the early 1990’s. This project will also remove existing angled high-speed taxiways to meet the current requirements of the FAA’s pavement design standards.
