Approve the Time Extension and Change Order No. 2 to the purchase authorization with NDL, LLC (NDL) for requirements of landscape and right of way maintenance services.

Contract no. 134-0199-PB(PF); in the amount of $678,698.97 for a term of six (6) months through December 31, 2016.

Summary:

The time extension (through December 31, 2016) to this purchase authorization will enable the Departments of Parks and Conservation Resources, Public Works, and Utilities to continue to provide landscape and right of way maintenance services including the maintenance of building grounds, medians, and road separators throughout the County.  

Staff is in the process of developing a competitive document to competitively solicit County landscape requirements. 


Change Order No. 2 to the purchase authorization adds monthly landscape maintenance services at 2431 Tampa Rd, Palm Harbor, a property owned by the County.

 

Background Information:

On May 6, 2014, the Board of County Commissioners (Board) approved a purchase authorization with NDL per the pricing, terms and conditions of Pasco County Contract 05-115, effective through June 30, 2016. Pasco County has extended their contract for six (6) months through December 31, 2016.

The Board approved Change Order No.1 on July 21, 2015 providing landscape and grounds maintenance services for the Utilities Department effective August 1, 2015.  Subsequently, an increase to the purchase authorization was approved by the County Administrator on November 30, 2015 for additional services.

 

Fiscal Impact:

Approved estimated expenditure through 6/30/16:

$2,129,739.04

Estimated six (6) month expenditure not to exceed:

$   676,649.40

Increase due to change order no. 2:

$       2,049.57

Revised estimated expenditure through 12/31/16

$2,808,438.01

Funding is derived from the Departments of Parks and Conservation Resources, Public Works and Utilities assorted operating funds.
