Recommended Action

Authorize a public hearing to be held by Real Estate Management staff on July 13, 2016 at 5:30 p.m. at the St. Petersburg College EpiCenter in Clearwater, regarding the designation of the former Zero Corporation site as a Brownfield site; and that a proposed resolution designating the site as a Brownfield will be presented to the Board of County Commissioners at its August 23, 2016 meeting.

Summary:

This action provides for the announcement of a required public hearing pursuant to Section 125.66 Florida Statutes, to provide opportunity for public input on the Brownfield designation of the former Zero Corporation site.  Designation as a Brownfield site is expected to combine economic development goals with environmental improvement. 

 

Background Information:

The real property at 14501 49th Street N. was leased to the Zero Corporation from 1970 through 1990.  The facility was shut down in 1990 and the structures associated with the facility were demolished and removed in 1998.  The former Zero Corporation conducted contamination assessment and remedial activities between 1990 and 2006.  The company filed for bankruptcy in 2007.  Since the bankruptcy filing, Pinellas County assumed responsibility for the environmental restoration of the site and Florida Department of Environmental Protection (FDEP) has required the County to define the extent of environmental impact and install a groundwater treatment system.

 

Fiscal Impact:

The FY2015-2017 funding for the site was $83,323 and the FY2016-2017 funding for the site is $162,470.  Designation as a Brownfield site will provide the County eligibility for the Florida Brownfield Voluntary Cleanup Tax Credit incentive that will help defray approximately 50% of the cost of site cleanup for FY2016-17 and subsequent years.
