Approval and execution of the first amendment with Jacobs Engineering Group, Inc. (Jacobs) for consultant services for the Airport Improvement Project - Taxiway Rehabilitation Phase 2 at the St. Petersburg-Clearwater International Airport (Airport).

Contract No.112-0413-CN; in the amount of $301,214.00.

Summary:

This amendment is to provide for additional design services for the pavement rehabilitation of Taxiway “T” to be incorporated into the completed design documents for Taxi Rehabilitation, Phase 2 project.

 

Background Information:

An agreement with Jacobs for professional consulting services related to design for the Taxiway Rehabilitation - Phase 2 project was approved by the Board of County Commissioners on September 17, 2013 in the amount of $594,345.00 for a thirty (30) month term. The design documents were completed April 1, 2015 with the intent of advertising for construction in the spring of 2016 due to the Federal Aviation Administration (FAA) funding schedule.

Florida Department of Transportation’s last airfield pavement condition index survey determined that Taxiway “T” had deteriorated to a condition requiring rehabilitation.  The increase in airline traffic has caused certain airfield pavement surfaces to exhibit a more rapid deterioration. 

Airport staff continuously evaluates the airfield infrastructure and revises the Capital Improvement Program as needed to ensure pavement conditions are maintained.  In summer 2015, Airport staff consulted with the FAA and obtained their authorization to include the rehabilitation of Taxiway “T” in the Taxiway Rehabilitation - Phase 2 construction documents.

 

Fiscal Impact:

Total approved expenditure to date:                                          $594,345.00

 

Requested increase for first amendment:                     $301,214.00

 

Total revised estimated expenditures                                          $895,559.00

 

Funding is derived from Passenger Facility Charges, Federal Aviation Administration grants and Florida Department of Transportation grants.
