• This contract provides for Utilities Engineering Consulting Services.
• These First Amendments increase the contracts for Ardurra Group, Inc. (Ardurra), Black & Veatch Corporation, and McKim & Creed, Inc. by $1,000,000.00 each, for a total of $3,000,000.00.
• These amendments will provide funding for specific ongoing work that these three firms are engaged in on County operations and projects including:
o Ardurra - FDOT - U.S.19 Utility Relocations
o Black & Veatch Corporation - Potable Water System Hydraulic Model
o McKim & Creed, Inc. - SCADA System
• This contract was awarded by the Board of County Commissioners to sixteen firms on April 27, 2021, in the amount of $2,500,000.00 each and a combined total of $40,000,000.00 for a term of five years.
• These contracts are funded and used on an as-needed basis. Funding for these contracts is available in FY25 (and will likely be proposed in FY26) in the Sewer Renewal and Replacement Fund, Water Renewal and Replacement Fund, Sewer Revenue and Operating Fund, and the Water Revenue and Operating Fund.
Contract No. 190-0457-CN increase in the amount of $3,000,000.00 for a revised not to exceed expenditure of $43,000,000.00, effective through April 26, 2026; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary:
Summary
This Amendment provides additional funding for Ardurra to continue to provide engineering services during construction and construction observation for the Utility Relocation for FDOT US 19 Main to Northside Project 001522A and Utility Relocation for FDOT US 19 Northside to CR 95 Project 001523A through the extended completion date of September 26, 2025. Additionally, due to the complexity and ongoing conflicts arising from the construction work, full-time field representation is needed to ensure Pinellas County Utilities best interests are protected. This Amendment will provide additional funding for Ardurra to continue to provide these services.
Black & Veatch is the keeper of our most up-to-date, and calibrated potable water system hydraulic model and due to their familiarity with the system they are able to provide quick turn around on input and/or recommendations associated with other projects that involve our water system as well as emergency scenarios such as a water main break. To have another consultant address these issues as they arise would require a big learning curve to familiarize themselves with the model, time to validate the model, and then the work itself, thereby tripling the cost and time for delivery. This Amendment will provide additional funding for Black & Veatch to continue to provide services.
Mckim and Creed have previously performed several jobs for our SCADA system, including the Cybersecurity Audit, SCADA Master Plan, SCADA Backup and Restore plan, and an Incident Response Plan that is nearly completed. They have gained in-depth knowledge of SCADA’s system architecture, software, and virtualized environments. This expertise helps save time by eliminating the learning curve that another firm would need to overcome. Mckim and Creed is also working on a program standard for a new PLC platform where faster response to potential issues helps limit improper operation of the pumpstation. This Amendment will provide additional funding to continue to provide services.

Funding for this contract is budgeted but not specifically identifiable in the FY25-30 Capital Improvement Plan or the FY25 Operating Budget because the contract establishes a not to exceed value, with obligation occurring upon issuance of task order assignments (purchase orders). Funding is determined by the individual task order assignment sourced to the agreement, and actual expenditures are contingent upon work completed. The department may appropriate the full not-to-exceed amount or less. Task orders for studies will be funded by the Sewer Revenue and Operating Fund and the Water Revenue and Operating Fund, while task orders for capital project design will be funded by the Sewer Renewal and Replacement Fund and the Water Renewal and Replacement Fund.
