Approval of a resolution designating the County Administrator as the designee of the Head of Public Entity for compliance decisions under 28 CFR Part 35 Subpart H - Web and Mobile Accessibility.
• New federal regulations regarding Web Content Accessibility take effect on April 24, 2026
• This action is required to provide Pinellas County with a procedurally compliant process with respect to the new regulations.
• To become compliant, the Board of County Commissioners will need to designate an official with the responsibility of compliance decisions - the County Administrator is the recommended designee.
• The County Administrator will also be authorized by the resolution to further delegate responsibilities.

Effective April 24, 2026, Pinellas County must comply with federal requirements to make digital content and mobile apps compliant with Web Content Accessibility Guidelines (WCAG) version 2.1, Level AA success criteria. If a piece of content or an app cannot be made compliant based on exceptions provided in the rule, the reason for noncompliance must be documented and approved by the head of the public entity or their designee. item.
