Approval and execution by the County Administrator of four (4) grant awards for the Edward Byrne Memorial Justice Assistance Grant Countywide (JAG-C) including three (3) Agreements with nonprofit organizations and seven (7) grant award documents from the Florida Department of Law Enforcement (FDLE).
● This item is for the approval and execution of ten (10) documents to accept for four (4) JAG-C awards: Alpha House of Pinellas County, Inc. (Alpha House) Breaking the Cycle of Intergenerational Abuse ($24,715.10), MORE Health, Inc. (MORE Health) Firearm Safety and Violence Prevention Training for Youth ($26,064.34), WestCare GulfCoast-Florida, Inc. (WestCare) Mustard Seed Inn Case Management ($50,000), and Human Services Planning Grant for administrative costs ($27,083.00).
● The Board has approved eight (8) projects for JAG-C that reduce crime and/or improve the criminal justice system in Pinellas County totaling $270,837.00. FDLE has not yet provided a Notice of Award for three (3) recommended JAG-C projects. To meet the acceptance deadline set by FDLE for the awarded projects the remaining three (3) projects will be brought forth for approval in a separate item.
● On June 26, 2024, the Substance Abuse Advisory Board (SAAB) approved the recommendation of eight (8) projects for funding. The Board approved recommendations on July 30, 2024. Human Services will administer seven (7) of the projects totaling $258,275.44. One (1) project funds internal program administration for the grants, six (6) projects require agreements between the county and the awarded nonprofit agencies, and one (1) municipality will administer their award directly.
● The Board delegated authority to the County Administrator as the authorized official to execute JAG-C grant documents on January 9, 2025.
● Funding in the amount of $196,210.00 has been included in the Human Services’ approved Fiscal Year 2025 General Fund appropriation, no match is required. This item is for four (4) of the seven (7) awards to be administered by the department with a combined total of $127,862.44. The agreement has a fiscal non-funding clause, should funding become unavailable.

Summary:
These Agreements provide funding for projects focused on reducing crime and/or improving the criminal justice system. The JAG-C is a formula-based pass-through grant of federal funds awarded to Pinellas County by the FDLE through the Bureau of Justice Assistance.
JAG-C applications were received through a competitive solicitation and reviewed by the SAAB. Of these projects, seven (7) will be administered by Human Services. One (1) supports the administration of the grant program ($27,083.70) and six (6) are subawards. This item is for four (4) of the seven (7) projects and included for execution are required grant documents for each award and three (3) Agreements with the following nonprofits:
ALPHA House - Breaking Generational Abuse $24,715.10
MORE Health - Firearm Safety Prevention Program $26,064.34
WestCare - Mustard Seed Inn $50,000.00
Background/Explanation:
On June 26, 2024, the SAAB approved the recommendation of eight (8) projects for funding. The Board approved recommendations on July 30, 2024. JAG-C Projects must fall within a specific federal purpose area that reduces crime and/or improves the criminal justice system.
The program is governed by Rule 11D-9 of the Florida Administrative Code (Code 11D-9) and funds are allocated to the County based partially on population and crime statistics.
The SAAB was established in 1989 to comply with Code 11D-9, stating Florida counties should appoint a substance abuse policy board that represents all components of the criminal justice system. The SAAB serves in an advisory capacity to the Board of County Commissioners and one of its primary duties is to review applications and recommend projects to be funded by JAG-C.
Fiscal Impact:
Funding in an amount of $196,210.00 has been included in the Human Services’ approved Fiscal Year 2025 (FY25) General Fund appropriation as provided by JAG-C Grant, no match is required. The balance of $62,065.44 will be reviewed between Human Services and the Office of Management and Budget to determine if a budget amendment will be necessary or if there is sufficient lapse.
JAG-C supports eight (8) projects in Pinellas County, of which seven (7) are administered by Human Services, including an award for a JAG-C Analyst position. This item is for four (4) of the eight (8) awards and are included for execution in this item with a combined total of $127,862.44.
The City of Pinellas Park will administer their own project directly with FDLE, award amount $12,561.56.
The agreement has a fiscal non-funding clause, should funding become unavailable.
Delegated Authority:
Authority for the County Administrator to sign these Agreements is granted under Code Section 2-62 (a)(1). Additionally, the Board delegated authority to the County Administrator as the authorized official to execute JAG-C grant documents on January 9, 2025 under Legistar File # 24-2192A.
