Approval of the award of bid to American Empire Builders, Inc. (AEB, Inc.) for the Westwinds and Crosswinds Drive Bridges Replacement project.

 

                     This project consists of replacement of the Crosswinds Drive Bridge over Crosswinds Canal and replacement of the Westwinds Drive Bridge over Westwinds Canal. 

                     Proposed construction includes roadway transition from the existing roadway typical section to the new typical section through the bridges; sidewalk, utility relocations, driveway reconstruction, and temporary traffic control.

                     Three bids were received with award recommendation to the lowest responsive responsible bid AEB, Inc. in the amount of $4,435,138.50.

                     All work is expected to be completed within 780 consecutive calendar days.

                     The Small Business Enterprise goal for this project is 10%.

 

Bid No. 190-0109-CP(PLU) PID Nos. 000700A and 000702A, in the amount of $4,435,138.50 based on the lowest responsive responsible bid received meeting specifications; all work is expected to be completed within 780 consecutive calendar days. Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary:

Summary

The purpose of this project is to replace two (2) bridges which are within 1/4-mile proximity of each other in Palm Harbor. One of the bridges is located along Crosswinds Drive over the Crosswinds Canal (Bridge No. 154004), while the other one is located along Westwinds Drive over the Westwinds Canal (Bridge 154003). These structures provide access to single family homes and were constructed in the late 1950's. The proposed bridges will be 15 1/2 ft wider than the existing bridges, providing 11 ft travel lanes along with 4 ft wide shoulders and 6 ft wide sidewalks on both sides of the bridges. The replacement of the Crosswinds Bridge will require continuous traffic closure of the roadway and waterway. The replacement of the Westwinds Bridge will only require periodic closure to vehicular and boat traffic.

Background Information:

These bridges have provided a service life of approximately 60 years exceeding the threshold life cycle of 50 years for the onset of corrosion. As a result of the narrow roadway width, sidewalks and shoulders, as well as substandard safety features, these structures have been classified as functionally obsolete. Currently, these bridges are not classified as structurally deficient, but are heavily impacted by chlorides, and accordingly undergoing an accelerated state of corrosion. The corrosion of steel will gradually weaken the structural components leading to a heavy decrease in load capacity. The proposed bridges will meet current Florida Department of Transportation standards for structures in corrosive environments and provide an anticipated service life of 75 years.
