Recommended Action
Sitting as the Pinellas County Fire Protection Authority (Authority), approve the Fire Protection Services Agreement with the City of St. Petersburg to provide fire protection services to the South Pasadena Fire District.
• This agreement with the City of St. Petersburg provides fire and suppression services to the unincorporated part of the South Pasadena Fire District.
• The City of St Petersburg has been the contracted provider to this district since 2012 (10 years) and this agreement continues that for two years.
• The Authority shall pay the City of St. Petersburg an annual compensation of $96,000.00 for these services.
• This represents a $21,000.00 (28%) increase and is based on a proportionate share of current costs. The previous cost, $75,000.00 was held constant for 10 years
• The initial term of this agreement shall be for two years, commencing October 1, 2022 and ending at midnight September 30, 2024. The agreement may be extended for an additional five-year period upon mutual agreement in writing.
• This agreement shall be retroactive to October 1, 2022 for reimbursement purposes.
• Funding comes from Fire Districts Fund.
Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Background Information:
The fire protection districts and associated agreements for Belleair Bluffs, Clearwater, Dunedin, Gandy, Highpoint (West), Largo, Pinellas Park, Safety Harbor, Seminole, and Tarpon Springs include unincorporated areas that are contiguous with the boundaries of their respective contractor. Fire stations strategically placed ensure efficient response to the unincorporated areas as well as to the cities. The current design for fire protection in these ten fire districts allows for high quality service delivery to the unincorporated areas at a fair cost to the property owners.
Under separate but similar agreements, the Highpoint (East) and South Pasadena Fire unincorporated areas are covered by St. Petersburg, and the Tierra Verde unincorporated area is covered by Lealman Special Fire Control District.
The initial term of this Agreement shall be for two (2) years, commencing October 1, 2022 and ending at midnight September 30, 2024. The Agreement may be extended for an additional five (5) year period upon mutual agreement in writing.
This Agreement shall be retroactive to October 1, 2022 for reimbursement purposes.
Fiscal Impact:
Funding in the amount of $96,000.00 is consistent with the FY23 Adopted Budget for the South Pasadena Fire District within the Fire Districts Fund.
