• Second amendment revises some sections of the initial agreement to align with the current cooperative funding agreement language.
• Second amendment replaces the SWFWMD Contract Manager.
• The amendment reduces SWFWMD grant funding by $119.880.00 and County match by $119,880.00 for a total project reduction amount of $239,760.00 based on the actual versus originally estimated project benefits.
• Revised SWFWMD total funding amount is $204,120.00 and revised total County match is $204,120.00 for an updated project total of $408,240.00.

Summary
The Second Amendment replaces the SWFWMD Contract Manager, decreases Project funding, modifies the Project Plan due to scope changes, and updates contract language applicable to the SWFWMD cooperatively funded projects. The SWFWMD grant is revised to match actual nutrient removable ability. The Amendment reduces SWFWMD grant funding by $119.880.00 and County match by $119,880.00 for a total project reduction amount of $239,760.00. Revised SWFWMD total funding amount is $204,120.00 and revised total County match is $204,120.00 for an updated project total construction of $408,240.00.

Background Information:
The Agreement was approved by the Board of County Commissioners on April 14, 2022, and was effective October 1, 2021. The Project construction has been completed. The Starkey M10 Stormwater Facility Quality Improvements provide water quality benefits in multiple ways. The expanse of the existing facility allows longer treatment time and greater water storage. These systems increase water quality and help alleviate downstream and upstream flooding.

Funding for this agreement is available under Stormwater Quality Improvements at Starkey M10 project, 003900A. included in the FY26-FY31 Capital Improvement Plan, funded by the Capital Fund, which includes the grant award and County match, funded by Penny for Pinellas.
Project construction was completed in May 2025. Total final cost of the project was $6,851,969.56.
