Recommended Action

Approval of the application and resolution certifying that monies received from the State Emergency Medical Services (EMS) Trust Fund will be used to improve and expand pre-hospital emergency medical services.

 

                     The State of Florida dispenses funds annually after the end of the state’s fiscal year for the prior year from the EMS Trust Fund to Boards of County Commissioners upon their application to the state. These funds cannot supplant existing County EMS budget allocations. The grant rules require the Board of County Commissioners to submit a resolution each year specifying the grant funds will be used to improve and expand the county pre-hospital EMS systems.

                     For Fiscal Year (FY) 2023-2024, the award will be for $140,321.03 and will be used for a pilot program for a consultant for a 9-1-1 Opioid Overdose Response Addiction Specialist; EMS Professional Education Support; EMS Public Outreach; and a Rehabilitation Unit vehicle to support EMS Rehabilitation Operations.

                     The revenues and expenditures are consistent with and included in the FY24 Adopted budget within the EMS fund. No matching funds are associated with this grant.

 

Authorize the Chairman to sign the EMS County grant application.

Background Information:

The Florida Emergency Medical Services Grant Act (Chapter 401, F.S.) specifies the sixty-seven Counties are the grant recipients.  As such, the Board of County Commissioners and not the EMS Authority must apply for this grant.

For FY24, the award will be for $140,321.03 and will be used for (1) an Opioid addiction subject matter expert (addiction specialist and/or behavior health specialist) to review and adjust 9-1-1 call taking/response options.  Piloting Opioid addiction Quick Response Team (QRT) concept in conjunction with Human Services to; (2) working with publisher to create entry and mid-level educational materials for use within technical and degree programs.  Matching partial scholarship programs for degree-seeking EMS personnel with partnership with employers and college on the scholarships; (3) Small project funding for growth management/outreach/public education materials (i.e. address refrigerator magnets or hall lighting devices to reduce falls); and (4) Rehabilitation Unit vehicle will support EMS Rehabilitation Operations and provide personnel cooling, hydration, nutrition, decontamination shower, rest room, tents, fans, chairs, and coolers with ice and water.  The Unit will assist in assuring that all personnel can recover properly and receive medical monitoring while involved in all hazardous operations. This additional funding will complete the project.

 

Fiscal Impact:

 

Grant revenue of $140,321.03 will be awarded by the State EMS Trust Fund upon application.  No matching funds are associated with this grant.  The revenue and expenses were anticipated and included in the EMS Fund adopted FY24 Budget.
