Recommended Action

Approval by the County Administrator of the rejection of bids for Grounds Maintenance and Right-of-Way (ROW) Clearing Services.

                     Six (6) bids were received from the following vendors: Aero Groundtek, Average Joe Landscaping, Island Way Property Services, LLC, Law &Law Holdings, Inc, Lawns Today LLC, and Natural Designs Landscaping.

                     Rejection of bids is requested due to specifications being revised consistent with the new FY 2023 number of maintenance cycles required by contract each year.

                     Re-Bid (23-0208-ITB) is currently advertised with corrected specifications; bid submittals due January 5, 2023.

Summary:

This request is to reject the six (6) bids received from aforementioned vendors for Grounds Maintenance and Right-of-Way Clearing Services. After the bids were received and reviewed for responsiveness, it was determined that specifications regarding total number of maintenance cycles were not consistent with the new FY 2023 frequency and were changed during contract review, but not incorporated correctly from contract review prior to advertisement. Specifications have been corrected and a Re-Bid (23-0208-ITB) for services is currently advertised; bid submittals are due January 5, 2023.

The purpose of this contract is for the cyclical maintenance of landscaped roadway medians, adjoining ROW, and related storm water mitigation ponds and county-owned outparcels as and when required by the Public Works Department.

 

Background/Explanation:

On July 22, 2022, the Purchasing and Risk Management Division on behalf of the Public Works Department released a contract solicitation for grounds maintenance and ROW clearing services.

Authority for the County Administrator to reject this proposal is granted under Section 2-188(c).
