Approval of the agreement with the top-ranked firm Locality Media, LLC d/b/a First Due, for Learning Management System services.

 

                     This contract provides learning management system services for the Safety & Emergency Services Department.

                     Eighteen proposals were received with an award recommendation to the top-ranked firm Locality Media, LLC d/b/a First Due.

                     There is a one-time fee of $42,000.00 and an annual fee of $229,170.00. The initial term of this agreement is for sixty months with a not-to-exceed value of $1,187,850.00.

                     There is a provision for two additional twelve-month terms beyond the initial 60-month term if agreed upon by the parties.

                     Funding is included in the Proposed Fiscal Year 2027 Safety & Emergency Services budget Emergency Medical Services Fund and Emergency Communications 911 Fund. Funding for future years is dependent on approval in the annual County Operating Budget.

 

Contract No. 25-0653-RFP in the total not-to-exceed amount of $1,187,850.00 effective for sixty months; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Background Information:

A Request for Proposal (RFP) was released on September 8, 2025, resulting in eighteen (18) responsive proposals. An evaluation meeting commenced on December 9, 2025, with the committee recommending award to Locality Media, LLC d/b/a First Due as the highest ranked firm. Negotiation of final agreement was completed on July 2nd, 2026.

 

Fiscal Impact:

Total expenditure not-to-exceed amount: $1,187,850.00.

Funding for this agreement is budgeted in the Safety & Emergency Services. Department FY27 proposed budget within the EMS Fund and the Emergency Communications 911 Fund.
